Is there a particular server where you cannot start published app or is it all servers in your farm ? I have checked and when I do qfarm /load all servers are set to allowlogons and only have a 200 load. After searching they determined there was an incorrect registry key regarding APPlogon and cmstart.exe as well as a .NET issue that one of the apps we installed (Laserfiche version 8.2) may Not sure why, but I got frustrated and just blew the server away. have a peek here
